Dublin Fire Brigade (DFB), the largest full time fire service in the Republic of Ireland have recently successfully transitioned to ISO 9001:2015. DFB provide a fully integrated Fire, Rescue, Emergency Medical Service and Call Taking service to the four Dublin local authorities (Dublin City Council, Fingal, South Dublin and Dun Laoghaire County Councils).
The DFB, which also holds OHSAS 18001 Certification is working towards migration to the ISO 45001:2018 standard. DFB initially implemented ISO 9001 at the East Regional Centre and saw tangible benefits through adopting the internationally recognised standard for quality. It was then decided to extend the scope of the QMS to cover all functional areas within the service.
One of the main benefits of ISO 9001:2015 implementation, cited by Dublin Fire Brigade is enhanced customer service through the application of a customer-centric mind-set. Aidan Raynor, from the Quality Department in Dublin Fire Brigade commented,
‘As an organisation offering essential services, it is invaluable for us to obtain direct feedback from our customers. We can utilise this information to address the issues highlighted and ensure we are achieving continual improvement throughout the organisation. The implementation of ISO 9001:2015 has provided us with a robust framework and the necessary procedures to put the customer at the centre of our service delivery.’
In addition, DFB has benefitted from increased quality of communications throughout the organisation because of ISO 9001:2015 implementation. As an essential maintenance requirement of ISO 9001 the DFB carry out an annual Management Review Meeting which provides an effective platform for ongoing quality and performance improvement issues to be discussed. Following the MRM practical solutions to any quality related issues are then communicated across the organisation enhancing QMS engagement and transparency.
The increased focus on risk-based thinking within the 2015 version of ISO 9001 supports the DFB’s reliance on risk-based horizon scanning and risk management due to the nature of the organisation. Moreover, the migration from OHSAS 18001 to ISO 45001:2018 will further help the Service to address risks from a H&S point of view and the process of gathering feedback from suppliers helps to highlight areas for improvement, consequently driving down accident levels. The migration to ISO 45001:2018 will also enhance H&S management related communications and encourage increased feedback and communication between stations improving knowledge sharing and learning from past errors.
